New Delhi, June 19 (CMC) Law minister Salman Khurshid on Tuesday backed Bihar chief minister Nitish Kumar's comments that only a secular person should be the Prime Minister but asked why he even entertained fears that a non-secular person could reach that position. "I think it is a welcome thing. We are a secular country, so our Prime Minister must be secular. If there was any doubt about this in any political organisation, their own leaders now coming out outspokenly and saying this clearly, is a welcome thing," Khurshid said.
"Nitishji has said that the Indian Prime Minister should be secular, I am hundred per cent in agreement. But why does Nitish Kumar have fears that Prime Minister will not be secular, I am not able to understand," he said.
Khurshid was asked by reporters about his views on the remarks made by the Bihar chief minister in an interview, where he made it apparent that BJP leader Narendra Modi was unacceptable to him as the NDA's prime ministerial candidate.
On Kumar's comments that the Prime Minister should feel for under-developed states, he said, "Whoever becomes the Prime Minister is responsible for the entire country and to say that he should be concerned about states which are developing and not those which are developed, then what will happen is that we will allow states which can be helpful for growth to be weakened.
"So how would be we then help those which need help for development?" he asked.
Khurshid stressed on the need for a balanced approach towards all states, saying that the resources for the development of the lesser developed states in the country came from the developed areas.
"A balanced approach is needed, after all where do the resources come from? Resources come from developed states. If you don't look at the developed states where will the resources come for the developing states," Khurshid said.
"I think we should not be narrow in our thinking and approach. We have to be balanced, we have to be broad-minded and, of course, we have to be rational and practical," he said.

RBI pause jolts India Inc, govt; Central bank puts the onus of growth revival on finance ministry, disappoints industry by keeping rates unchanged

Mumbai June 18 (CMC) Two days after Finance Minister Pranab Mukherjee threw a not-so-subtle hint in favour of a policy rate cut “for the sake of growth”, Reserve Bank of India Governor D Subbarao surprised the market by keeping the repo rate and cash reserve ratio (CRR) unchanged at eight per cent and 4.75 per cent, respectively.

The mid-quarter review of monetary policy, in fact, went a step further by putting the onus of bringing growth on track on the government. “Our assessment of the current growth-inflation dynamic is that there are several factors responsible for the slowdown in activity, particularly in investment, with the role of interest rates being relatively small,” it stated.

The status quo disappointed the market, which was expecting at least a 25-bp (basis point) rate cut. The Sensex, which rallied 1.4 per cent last week on the hope of a rate cut, fell 244 points after the policy announcement, while bond yields jumped. Predictably, banking and real estate stocks bore the brunt of the fall.

Industry was thoroughly disappointed. Godrej Group Chairman Adi Godrej said he didn’t understand what led to the “inaction today”. “Even the finance minister had said he was expecting a cut. It seems the central bank’s concerns are misplaced,” he said.

Though unintended, the monetary policy seems to have set the agenda for Mukherjee’s successor in North Block: address supply-side issues to revive growth and guard against the subsidy burden crowding out public investment. “Further reduction in the policy interest rate at this juncture, rather than supporting growth, could exacerbate inflationary pressures,” the RBI said, adding its decision to frontload the policy rate reduction in April with a cut of 50 bps was based on the premise that the process of fiscal consolidation, critical for inflation management, would get under way along with other supply-side initiatives.

Mukherjee took care not to show his disappointment and said high inflation numbers might have weighed on the RBI’s decision-making process. In any case, “it was not necessary for the governor to consult the minister in the mid-quarter review,” he added.

The RBI said it would also look at the Consumer Price Index, which was in double digits. Apart from a lack of fiscal consolidation, retail inflation and the absence of a pass-through of international crude oil prices to domestic prices were the main reasons for growing inflationary expectations, the RBI said. The rupee depreciation had “significantly offset” the impact of falling global oil prices, it added.

The RBI increased banks’ limit on export credit refinance from 15 per cent to 50 per cent. That has the potential to release additional liquidity of Rs 30,000 crore, equivalent to a 50-bp CRR cut. Bankers, however, said the step might not make any material difference as the existing limit had not been used fully.

New Delhi, June 18 (CMC) With no indication that there were enough numbers to ensure his return to Rashtrapati Bhavan, A P J Abdul Kalam declared today that he would not contest the presidential election.

Consequently, the BJP convene a meeting of its core committee — scheduled for late tonight — to formulate its response to the situation, and the position it would take at the NDA meeting expected tomorrow.

Neither the BJP nor Jayalalithaa and Naveen Patnaik — chief ministers who floated the candidature of former Lok Sabha speaker P A Sangma — had a problem with Kalam, whose name was being pushed by Mamata Banerjee, but doubted whether the former president would ultimately agree to fight again.
The BJP’s objectives were twofold: to fulfill its obligation as the principal opposition party to contest against the UPA nominee, and to seize the opportunity to begin working with Mamata, Jaya and Patnaik, all former allies who could possibly join the NDA in future. For the second reason, the BJP was not averse to Sangma either.

In a statement, Kalam said, “I have considered the totality of this matter and the present political situation, and decided not to contest the presidential election 2012.”
He clarified that he had “never aspired to serve another term or shown interest in contesting the elections” but Mamata and “other political parties” had wanted him to be a candidate. However, his “conscience” does not permit him to contest, Kalam said.

Senior BJP leader L K Advani has been in touch with Kalam over the phone for the past few days. Advani’s former aide Sudheendra Kulkarni had been talking to both Kalam and Mamata.

Ironically however, even as the BJP tried to reach out to three non-NDA chief ministers, two of its allies, JD(U) and Shiv Sena, appeared reluctant to back Sangma, and favoured the candidature of Pranab Mukherjee.

Bihar Chief Minister Nitish Kumar today said he favoured a consensus on the candidate. He said he had a “good relationship” with Mukherjee, but his relations with Sangma were “not bad” either.

At NDA meetings, the JD(U) has been arguing against putting up a losing candidate against Mukherjee, who has all the qualifications to be President. However, the party obviously wants to keep its options open in view not just of the possibility of a hung house after the 2014 elections, but also of Narendra Modi making a bid for the leadership of the BJP after the Gujarat assembly polls later this year.

The Shiv Sena, which is not on the best of terms with Nitin Gadkari, has been keen to use the opportunity to demonstrate an independent line to the BJP. As things stand now, it is likely that the BJP and Akali Dal might support Sangma while the JD(U) and Sena votes Mukherjee.

Akali Dal leader and Punjab Chief Minister Parkash Singh Badal said today, “We are a part of NDA and whatever decision they take, we will go with them.”

Meanwhile, even as the BJP leadership weighed its options, party MP Maneka Gandhi met Mukherjee at his North Block office today and pitched for a President chosen by consensus. However, another BJP Lok Sabha member, Shatrughan Sinha, asked Mukherjee to come clean on allegations made by civil society activists and clarify whether his nomination was a part of a “political deal”.

Kolkata, June 18 (CMC) A combative Trinamool Congress on Monday night sent a terse message to Congress saying it was "mentally prepared to quit" UPA government and should not be given any "indirect threat". "Trinamool ministers are mentally prepared to resign from the central government if the Congress thinks we are a burden or if Mamata Banerjee instructs them to do so. We will not stay by force. We should not be given any indirect threat", leader of the TMC parliamentary party in the Lok Sabha Sudip Bandopadhyay told reporters in Kolkata.
"If Trinamool Congress leaves the UPA on its own, it will give a wrong message to the people that it wanted to topple the UPA government," a party leader quoted Banerjee as having said at a crucial meeting of party MPs and MLAs shortly after APJ Abdul Kalam announced his decision to opt out of the presidential race.
Briefing newsmen about the nearly two-hour meeting, leader of the parliamentary party, Bandopadhyay, however, said reports that party MPS and union ministers submitting letters of resignation to the party supremo were "totally baseless."
"We have not tendered our resignation letters anywhere, neither to the party supremo nor to the government.
"our leader Mamata Banerjee has categorically said that we do not want to make this government weak," Bandopadhyay said.
"It is an ugly and motivated report. It will not take us a second's time to resign from the UPA government. If Mamata directs, Railway minister Mukul Roy and the other six ministers of state would resign."
Asked whether Trinamool Congress would support former Lok Sabha speaker PA Sangma if he contested the presidential polls, Bandopadhyay said "we have not taken such a decision at the meeting. As the situation develops, the party will discuss and decide the future course of action."
He said the parliamentary party and the legislature party authorised the party chief to take a decision on the presidential polls.
Bandopadhyay, the Union minister of state for health, said Congress party was not 'capable enough' to run the government on its own strength.
"Congress is dependent on other parties, including Trinamool Congress, which is the second largest constituent of UPA. But if someone thinks we are in the government by force, then we will not hesitate to come out", he said.
"We may have our opinions which we can certainly place before the government. We as a major ally should not be taken for granted", Bandopadhyay said in apparent response to Congress leader Digivijay Singh's remarks that Mamata was an "immature" and "erratic" leader and suggested there is a "limit" to the patience of Congress.
Bandhopadhyay said "we will be happy if Kalam reconsiders his decision. We will take the final decision regarding what will be our stand in regard to the presidential poll after the nomination is over."
He said the party would try to keep Kalam in the Presidential race and "if he is still unmoved, we will again discuss the issue".
Justifying TMC's choice of Kalam as Presidential candidate, he said "our decision was appropriate and he would have been the "best President".

New Delhi, June 16 (CMC) At a meeting on Friday evening at the Prime Minister's house, the UPA finally declared Pranab Mukherjee as its candidate for President of India. The suspense came to an end as Congress president Sonia Gandhi announced his candidature and appealed to all political parties to support him. 


When Mrs Gandhi made the announcement, she was flanked by all the UPA allies. Trinamool Congress chief Mamata Banerjee however did not attend the meeting. The decision to nominate the Finance Minister was made much against her wishes.  And despite Mr Mukherjee's personal appeal to "younger sister" Mamata, the West Bengal Chief Ministers is in no mood to end her war with the Congress over presidential candidate. "If you think the game is over, you are wrong," the estranged member told reporters last evening.


Mr Mukherjee is expected to resign from the Finance Ministry on June 24 after the Prime Minister returns from the G-20 summit in Mexico. "I am deeply honored on my nomination as a candidate for the election to the office for the President of India by my party and the UPA2. I am grateful to Congress president Shrimati Sonia Gandhi for this recognition. I accept this offer with all humility," he said after Mrs Gandhi announced his name.

 He added that he has been "fortunate to receive love, affection and the confidence of my party colleagues and also members and leaders of other political parties... I will now again seek their indulgence and support for the next few weeks." He even singled out Ms Banerjee, describing her as his younger sister, and urged her to change her mind about backing him. "Every political leader has the right to express his or her own view in own way. But I will seek the support of Mamata Banerjee, I consider her as my sister. So I have no problem in seeking the support from Mamata Banerjee and her party," he said. The West Bengal Chief Minister has so far refused, stating that former President APJ Abdul Kalam remains her only choice. "I am standing by what I said. I will talk tomorrow," she said.


But Mr Mukherjee may find the last leg of his journey to Rashtrapati Bhavan surprisingly easy as he's within striking distance of being elected unopposed - Mulayam Singh Yadav Samajwadi Party and Mayawati's Bahujan Samaj Party have decided to back him for President; the Left seems open to persuasion; former President APJ Kalam, seen as a rival candidate, has reportedly conveyed that he is unwilling to stand against the Finance Minister. And the opposition BJP too has hinted broadly that it could support Mr Mukherjee, most likely in return for its own man as Vice-President. Without Ms Banerjee, the Congress and its allies have 38 per cent of the vote for President. With Mr Yadav and Mayawati, who have agreed to back Mr Mukherjee, they hit 48 per cent. To cross the 50 per cent mark, they have lobbied the Left, which sources say will take a decision on June 21.


As the chips stack up for Mr Mukherjee and other parties, Ms Banerjee, a power player till Friday morning, appeared isolated. Though she belongs to the UPA, she skipped last evening's meeting, after announcing that she remained determined to support only Dr Kalam for a second term in office. In this, she insisted, she was joined by Mr Yadav. He left her stranded, opting to support the UPA. When asked about his change of heart, he said that Mr Mukherjee is a capable candidate, and that he is backing him after his choices for President were rejected. 


So does Ms Banerjee feel cheated? "No I am not saying so. He is a political leader. I can't say like this. Whatever I have said, I will talk later on I will talk tomorrow," she said. 


On Wednesday evening, Mulayam Singh Yadav had stood next to Ms Banerjee as they squarely rejected Mr Mukherjee for President and more shockingly, suggested the Prime Minister be moved to that office. The Congress was stunned. Ms Banerjee's track record of fighting the government she belongs to had prepped them to expect trouble from her. But Mr Yadav had been wooed and consulted by leaders as senior as Congress president Sonia Gandhi. He had shown every sign of being on the UPA's team. 


The Congress exchanged angry words with Ms Banerjee, accusing her of political and ethical transgressions. With Mr Yadav, it worked the back channels, hoping to win back the man who has often bailed the government out in crises, but also has a record of political infidelity.

Bangalore, June 15 (CMC)The Karnataka high court on Friday adjourned to June 18, the anticipatory bail petitions filed by former chief minister BS Yeddyurappa and his family members in connection with the illegal mining case.
Justice Subhash B Adi adjourned to Monday for further arguments the pleas filed by Yeddyurappa, his sons BY Raghavendra, MP and BY Vijendra and son-in-law RN Sohan Kumar.
CV Nagesh, senior counsel for Yeddyurappa, argued that the Central Empowered Committee report on illegal mining on the basis of which the Supreme Court directed CBI to probe the matter is "a carbon copy of the first complaint on illegal land denotification case filed by advocate Sirajin Basha in which he (Yeddyurappa) has already been granted anticipatory bail and regular bail".
When his client has been granted anticipatory and regular bail in the case on the basis of facts, the court cannot curtail his right to be granted the same in this case, Nagesh said.
Nagesh said after being granted bail in the complaint on November 8, 2011, there has been no violation of bail conditions whatsoever. The question of tampering with evidence did not arise as the complaint by Basha was not based on oral evidence but documentary evidence which has already been placed before the jurisdictional court.
To substantiate his argument, Nagesh quoted the March 7 verdict by a Division Bench of the court whereby the FIR filed by Lokayukta police was quashed against Yeddyurappa in connection with the Lokayukta report on illegal mining and also sanction of Governor for initiating criminal proceedings against him.
Yeddyurappa moved the High court after the CBI court dismissed their anticipatory bail petitions in the case registered by CBI on directions from the Supreme Court.
Last month, the CBI registered the FIR against Yeddyurappa and others and raided their residential and other premises as part of the probe ordered by the apex court on the recommendations of the Central Empowered Committee set up by it to look into illegal mining.

Security Forces Surround Parliament in Egypt, Escalating Tensions

CAIRO, June 15 (CMC) Egypt’s military rulers formally dissolved Parliament Friday, state media reported, and security forces were stationed around the building on orders to bar anyone, including lawmakers, from entering the chambers without official notice.
The developments, reported on the Web site of the official newspaper Al Ahram, further escalated tensions over court rulings on Thursday that invalidated modern Egypt’s first democratically elected legislature. Coming on the eve of a presidential runoff, they thrust the nation’s troubled transition to democracy since the overthrow of Hosni Mubarak last year into grave doubt.
The Muslim Brotherhood, the Islamist group that dominates the Parliament, has said it disputes the court’s ruling and its authority to dissolve the legislature. Saad el Katatni, the Brotherhood-picked Parliament speaker, accused the military-led government on Friday of orchestrating the ruling.
The authorities set up checkpoints overnight and contingents of riot police were moving around the city to prepare for any disturbances.
As of midday the streets remained relatively quiet. Mindful of the sweltering sun, organizers called for a demonstration later, just hours before the polls are expected to open for the presidential runoff on Saturday.
The rulings on Thursday by the Supreme Constitutional Court, a panel of judges appointed by Mr. Mubarak, dissolved the Parliament and allowed the toppled government’s last prime minister to run for president, intensifying a struggle by remnants of the old elite to block Islamists from coming to power.
The rulings were quickly condemned as a “coup” by Islamists, liberals and scholars. The court’s action, coming two days before a presidential runoff, set up a showdown with the Islamists who dominate in Parliament. They said Thursday night that they refused to dissolve the legislature and vowed to win the presidency despite the signs of opposition within the government overseeing the vote.
The military rulers did not issue a statement on the court’s decision. But the Web site of the state newspaper Al Ahram reported that the generals said the presidential runoff would still take place on schedule.
The rulings recalled events that have played out across the region for decades, when secular elites have cracked down on Islamists poised for electoral gains, most famously when the dissolution of Algeria’s Islamist-led Parliament started a civil war 20 years ago.
Citing a misapplication of rules for independent candidates, the court sought to overturn the first democratically elected Parliament in more than six decades and the most significant accomplishment of the Egyptian revolt. Many analysts and activists said Thursday that they feared the decision was a step toward re-establishing a military-backed autocracy, though it was not yet clear whether the military leadership was willing to risk a new outbreak of unrest by suppressing the country’s most powerful political forces.
“From a democratic perspective, this is the worst possible outcome imaginable,” said Shadi Hamid, research director of the Brookings Doha Center in Qatar. “This is an all-out power grab by the military.”
The timing of the ruling seems like a transparent attempt to undermine the Islamists just two days before Mohamed Morsi of the Muslim Brotherhood is set to compete in the runoff against Ahmed Shafik, a former air force general and Mr. Mubarak’s last prime minister.
If the ruling is carried out, whoever wins the presidential race would take power without the check of a sitting Parliament and could exercise significant influence over the elections to form a new one. The new president will also take office without a permanent constitution to define his powers or duties. A 100-member constitutional assembly appointed by Parliament and including dozens of lawmakers may also be dissolved. And in any event, the ruling generals are expected to issue their own interim charter during the drafting.
Electing a president without either a constitution or a parliament is like “electing an ‘emperor’ with more power than the deposed dictator. A travesty,” Mohamed ElBaradei, the Nobel Prize-winning diplomat and former presidential candidate, said in a comment online.
In a statement, the Brotherhood’s political arm said the court’s decisions “confirms that the former regime hasn’t surrendered yet and won’t give up easily.”
Mr. Morsi, the Brotherhood’s candidate, charged that the rulings proved some were “plotting against the people,” determined to “tamper with the will of the people.”
But Brotherhood officials said Thursday that they expected Parliament to meet as scheduled next week. They argued that under the Egyptian system, the high constitutional court does not have the authority to order the dissolution of Parliament and that in any event there were less sweeping remedies available to resolve the court’s complaints.
“The Parliament hasn’t been and won’t be dissolved,” Mr. Morsi said in a television interview. He also vowed to compete as planned against Mr. Shafik.
“There is a chance ahead of us, through free will, to completely prevent the return of anyone from the old criminal regime,” Mr. Morsi said in the interview. “I love the armed forces,” he said, urging the generals “not to allow the hyenas of darkness to come back through the presidential elections.”
Brotherhood officials said that they had considered pulling Mr. Morsi out of the race in protest. But a top election official clarified in a television interview that Mr. Morsi had little choice but to compete: his name is already printed on the ballots, and the official said that if Mr. Morsi pulled out, the authorities would have to hold an up-or-down referendum on Mr. Shafik.
Some lawmakers said they welcomed the dissolution of Parliament even though it cost them their seats. They were afraid of the power of the Islamists, said Emad Gad, a leader of the secular Social Democratic Party’s parliamentary bloc. He has endorsed Mr. Shafik.
“Definitely it is good,” Mr. Gad said, arguing that the ruling was a blow to the Islamists’ power and prestige, bolstering Mr. Shafik’s chances to win the presidential election. He was less afraid that Mr. Shafik might become a Mubarak-like strongman than he was of the Islamists monopolizing power through their victories at the polls. “We can demonstrate against Shafik, but we cannot demonstrate against the Islamists,” Mr. Gad said.
In the weeks before the first round of presidential voting, the Brotherhood-led Parliament passed a law blocking Mr. Shafik and other top officials of the Mubarak government from competing for the presidency. But many liberal jurists said that the narrow targeting of the law appeared questionable. An electoral commission of Mubarak-appointed judges set it aside. And on Thursday, the high court ruled it unconstitutional.
Mr. Shafik made no comments on the dissolution of Parliament. But in a televised campaign speech at a Cairo hotel — it had the feel of a victory rally, with adoring supporters chanting “We love you, Mr. President” — Mr. Shafik called the decision to validate his campaign “historic.”
“The era of settling grudges has ended,” he declared, suggesting obliquely that by passing the law the Brotherhood had sought “the use of the state institutions to serve a certain group.”
“I promise to confront chaos and restore stability,” Mr. Shafik said, repeating his core message. “Egypt needs leadership, and it needs manhood in leadership.”
Some elements of the ruling striking down Parliament should not have come as a surprise.
Nathan J. Brown, a professor of political science at George Washington University, noted that the constitutional court had sought the dissolution of Parliament at least twice before, in 1987 and 1990, for similar reasons. As it did Thursday, it ruled in each case that election officials had impermissibly allowed political parties to complete for seats designated for independents.
But in those cases, the court took years to investigate each case before ordering the dissolution of the Parliaments long after they were elected (and the Parliaments also rejected the court’s authority). Mr. Brown wrote on Thursday that it was the court’s timing and speed that were the “big surprise.”
“What was beginning to look like a coup in slow motion is no longer moving in slow motion,” he wrote.
Over the longer term, the ruling could also make it harder for Islamists, who have the strongest parties, to re-establish their commanding majority in Parliament when new elections are held.
The military-issued transitional charter had reserved a third of the seats in the 508-member body for competition by individual candidates instead of party lists, and the Muslim Brotherhood’s Freedom and Justice Party won about 100 of its 235-seat plurality — nearly half the chamber — by running candidates for individual seats. The ruling could block the party from doing the same thing in the next legislature, and it would have a similar effect on the ultraconservative Salafi parties.
On Thursday, however, the younger and more liberal activists who helped kick off the revolt against Mr. Mubarak were as stunned by the ruling as the more established Islamists.
Some supporters of the revolution said they worried that the public was almost too fatigued to respond. “Egypt just witnessed the smoothest military coup,” Hossam Bahgat, director of the Egyptian Initiative for Personal Rights, wrote in an online commentary. “We’d be outraged if we weren’t so exhausted.”
Mamdouh Sharabtly, 48, a restaurant worker, wondered if anyone could understand the rulings. “Today’s verdict signaled that Shafik will win anyway,” he said. “If their aim is to tire us of so-called democracy, it’s working,” he added. “The military is running the show.”

Parties worried over defections as YS Jagan Mohan Reddy sweeps Andhra Pradesh by-elections

HYDERABAD, June 15 (CMC) In an outcome that may enthuse large scale defections from both ruling and opposition parties and compelling changes in the ruling Congress government and leadership in Andhra Pradesh, the YSR Congress Party has swept the by-elections on Friday.
Led by Kadapa MP YS Jagan Mohan Reddy, son of Andhra's late strong man YS Rajasekhara Reddy, the YSR Congress Party won 15 Assembly and one Parliament seats in the elections held for 18 Assembly and one Parliament seats. Congress won two and Telangana Rashtra Samithi (TRS) one Assembly seats.
Of the 18 Assembly seats that went to poll, Congress held 17 and TDP one. The by-elections were caused owing to disqualification of MLAs for switching loyalties to the YSR CP and on resignation of a Congress MP.
The poll outcomes have sent shock waves not just for ruling Congress and opposition Telugu Desam, but also to TRS, the separatist party fighting for statehood to Telangana region, as it just managed to scrape through in Parkal in Warangal district of Telangana, which is considered a stronghold for the separatist movement.
Jagan, who could not campaign for his party candidates in the by-elections that were touted as semi-finals for the ensuing general elections in 2014, was confined to his prison room at the Chanchalguda Central Jail after he was arrested by the CBI on 27 May.
The CBI is probing into the alleged disproportionate assets of Jagan, accusing him of amassing huge wealth by misusing the office of his late father when he was chief minister for six years till September 2009. He was also accused of weaving a web of businesses and making several industrialists to pay bribes in the form of investments into his businesses for the favours the YSR government doled out to them.
"The timing of Jagan's arrest, which forced his mother Vijayamma and sister Sharmila to take up the by-elections campaign, appears to have resulted in a sympathy wave in favour of his party candidates," says Congress chief whip Gandra Venkata Ramana Reddy.
He also admits that the ruling Congress party could not convince the public either on the huge corruption of Jagan and also failed in highlighting the government welfare programs.

New Delhi, June 15 (CMC) Finance Minister Pranab Mukherjee was today named the UPA candidate for the President's post as the TMC-SP combine, which had proposed A P J Abdul Kalam as their nominee, appeared to have broken in a significant gain for the ruling coalition.


Ending months of speculation, the ruling coalition met at the residence of Prime Minister Manmohan Singh and its Chairperson Sonia Gandhi put forward the name of the 77-year-old veteran Congressman from West Bengal as its candidate, which was unanimously approved by the leaders of the constituent parties.


Reading out from a statement, Gandhi said, Pranab Mukherjee has a long and distinguished record of public service spanning over five decades.


"There is broad support for his candidature. The UPA appeals to all political parties and all MPs and MLAs to support the candidature of Mukherjee for the office of President," she said.


Significantly, the UPA announcement was immediately greeted by Samajwadi Party and its arch rival in Uttar Pradesh BSP, who both extended their support to Mukherjee.


The SP backing to the UPA candidate signals a break with its new-found ally Trinamool Congress along with which it had only on Wednesday proposed the names of Kalam, Manmohan Singh and Somnath Chaterjee as their candidate to counter Congress choice of Mukherjee.

New Delhi, June 15 (CMC) Finance minister and the government's most reliable troubleshooter, Pranab Mukherjee today said he's deeply honoured by his nomination for the President's post, and requested all political parties for support.
"I am deeply honoured by the nomination as candidate for the Presidential poll, I accept it with all humility," said Pranab.

Finance minister Pranab Mukherjee thanked Congress President Sonia Gandhi for nominating him as the UPA candidate for the Presidential election.
"I am grateful to Congress President Sonia Gandhi for this recognition. I accept this offer with all humility," he told reporters at his office.
Mukherjee said, "In my long political career spanning over five decades, I have been fortunate to receive love, affection and confidence of my party colleagues and also the members and leaders of all political parties. I am deeply indebted to them. I will now again seek their indulgence and support for the next few weeks."
"We have requested all political parties to lend their support," he added.
On who will replace him as the finance minister, Mukherjee said, "It is up to the Prime Minister to decide who will be the next finance minister...the Congress President and the Prime Minister will decide.
"I do not think I am depository of all knowledge and expertise. In our government and in our party there are a number of people who can handle difficult economic situation. The Prime Minister himself is an eminent economist and under his stewardship we will overcome this temporary crisis."
Mukherjee was Friday named the United Progessive Alliance's (UPA) candidate for President and found backing from several parties including the Samajwadi Party (SP) and the Bahujan Samaj Party (BSP).
"There is broad support for his candidature," Gandhi said after the UPA meeting at Prime Minister Manmohan Singh's 7, Race Course Road residence.
"The leaders of the UPA constituents met today. It was decided to propose Mukherjee as the candidate for the office of the President of India," she said, reading the statement.
Prime Minister Manmohan Singh Friday telephoned the leaders of all major political parties and sought their support for Pranab Mukherjee's candidature for president, an official from the Prime Minister's Office said.

Sensex closes 203 pts down on likely RBI inaction, EU woes

Mumbai, June 14 (CMC) The BSE Sensex and NSE Nifty tanked more than 1% on Thursday as rising inflation for May diminished hopes of aggressive monetary easing, and weak European markets also added fuel to the fire.

The BSE benchmark fell as much as 221 points intraday, before closing down 202.63 points at 16,677.88, which shot up more than 900 points in previous seven out of eight sessions. Meanwhile, the NSE benchmark slipped 66.70 points or 1.3% to 5,054.75.

Banks, capital goods, metals, auto and power stocks took a beating.

Inflation for May rose to 7.55% as against 7.23% in previous month that certainly dampened hopes of aggressive rate-cut by the Reserve Bank of India in its mid-quarter policy review on June 18, say experts. However, experts still feel the RBI may surprise on Monday.

CRISIL Research has revised its average inflation forecast for 2012-13 up to 7 per cent, from its previous expectation of 6.5% that reflects the higher-than-anticipated increase in food inflation, and the impact of the weak currency on imported component of inflation.
"Although overall inflationary pressures continue to remain high, the Reserve Bank of India could announce a rate cut in its mid-quarter monetary policy review on June 18, aimed at lowering cost of credit and reviving business sentiments in the scenario of weakening growth," says CRISIL.

SL Bansal, CMD of Oriental Bank Of Commerce feels the RBI can offer 25 bps cut in CRR and 25 bps cut in repo rate.

Country's largest lenders State Bank of India and ICICI Bank crashed 3-3.5% while their rival HDFC Bank was down 1.5%. PNB tumbled 5.5% as it traded ex-dividend today.

Housing finance company HDFC declined 1.6% after Macquarie downgraded the stock to underperform from outperform with a target price of Rs 550, which is a cut of 30%.

Top commercial vehicle maker Tata Motors topped the selling list among Sensex 30, losing 4.56% ahead of JLR release.

Engineering and construction major by sales Larsen & Toubro plunged 4% while state-owned capital goods company BHEL slipped 1.5%.

India's largest car maker Maruti Suzuki dropped 2.6% and top telecom operator Bharti Airtel was down 0.75%.

However, software services exporter Infosys outperformed, rising 1%. Shares of ITC, Cipla and Sterlite Industries too gained.

Declining shares outnumbered advancing by 1015 to 406 on the National Stock Exchange.

In the second line shares, Pantaloon Retail, Ashok Leyland, PFC, Educomp Solutions, IFCI and Reliance Power were down 3-5%.

Chambal Fertiliser lost 3% after cabinet deferred a proposal to hike urea prices.

European markets edged lower ahead of Greek auction over the weekend. Rising Spanish bond yields to record high also dampened mood. France's CAC, Germany's DAX and Britain's FTSE fell nearly 1%. Spain's 10-year bond yields hit a euro-era record of 7% mark for the first time.

Bangalore, June 14 (CMC) The story of Nithyananda, revered as a spiritual leader by many, continues to have its dramatic ups and downs. Today - a court in Ramanagaram in Karnataka granted him conditional bail - he had been arrested a day earlier when he unexpectedly surfaced at the same court. Nithyananda was charged with assault - but all the charges against him were bailable, said assistant public prosecutor Mohan Kumar who filed objections to the bail on behalf of the state.
Nithyananda does claim millions of followers around the globe, but he really shot into national prominence in 2010 when an alleged sex tape featuring him and an actress was played on a local channel. After this, Nithyananda left his ashram in Bidadi outside Bangalore - only to be arrested from Himachal Pradesh days later on charges as serious as rape.
He was later released on bail on those charges.

 Last week, at a press conference at his ashram, there was a scuffle with a reporter from a local channel. This was followed by protests by Kannada activists who filed charges against him. The Karnataka state government stepped into the act with the chief minister saying that Nithyananda's bail should be cancelled and the godman arrested.
Nithyananda has also filed a petition in the High Court against Suvarna news channel for vandalism.
He also filed a petition in the High Court against the chief minister, the state Director General of Police, the Bangalore Police Commissioner, Principal Secretary Home and the District Collector of Ramanagaram saying the Chief Minister had no authority to seal his ashram.

NEW DELHI, June 14 (CMC) BJP senior leader Advani on Thursday met Tamil Nadu chief minister J Jayalalithaa in Chennai to discuss fresh developments in the run-up to presidential elections and they agreed to "coordinate" with each other on their strategy.
Advani indicated that the NDA may decide tomorrow to wait till the UPA declares its presidential candidate and then announce its strategy. "I mentioned this to Jayalalithaa. We said it would be proper if we keep in touch with each other and coordinate our approach to this presidential election," Advani told reporters in Chennai after his meeting with the chief minister.
The BJP leader said that Jayalalithaa had phoned him a few days back to convey to him that she and Odisha chief minister Navin Patnaik have decided to support NCP leader PA Sangma. "Sangma also met me two days back. All these issues we discussed (today)," Advani said, without clarifying if the NDA would support Sangma.
"We will continue to be in touch with each other and coordinate our efforts," Advani said. Asked about names that were discussed as possible candidates during his meeting with Jayalalithaa, Advani said, "All names figured. What I have said doesn't need any elaboration. Her position is that we will coordinate with all parties. The decision on who will be president will be taken properly."

New Delhi, June 14 (CMC) The Trinamool Congress stood firm that it will not accept finance minister Pranab Mukherjee as President and rejected the Congress' criticism that party chief Mamata Banerjee had acted "unethically" on Thursday.
Banerjee will not attend the meeting of UPA leaders in Delhi on Friday and will
support APJ Abdul Kalam for President. Trinamool leaders rejected allegations that Banerjee had "broken decorum" when she announced in Delhi that Mukherjee and vice president Hamid Ansari were the Congress's choice for the President's post.

Trinamool Congress leaders claimed Banerjee announced their names after taking Congress president Sonia Gandhi's consent during their meeting.

The Congress on Thursday said it cannot spare Prime Minister Manmohan Singh for the President's post. It also rejected former president Kalam and former speaker Somnath Chatterjee proposed by the Trinamool and the Samajwadi Party.

"When Mamata met her (Sonia Gandhi), the Congress chief told her that these two names have come up for presidential elections. When two names have come up, this does not mean that Congress has decided on one name," Congress leader Janardhan Dwivedi told reporters.

Dwivedi said that such talks happen indoors and should not be talked in public.

"None of other allies have spoken about names in public. Had the Congress decided the name, then there would have been one name not two..."

NEW DELHI, June 13 (CMC) The Nationalist Congress Party (NCP) on Tuesday said UPA would give a "most senior and honourable" candidate for the presidency, a comment which lent itself to interpretations as political circles refused to see it as an innocuous plug for top aspirant Pranab Mukherjee.
Lobbying turned hectic as the Presidential race entered the final leg, with press conferences by NCP and SP stepping up the pressure. In fact, the ostensible reasons for the press meets raised eyebrows about their true intent as many feeling they were intended to tilt opinion in favour of the finance minister.
Samajwadi Party supremo Mulayam Singh Yadav on Monday invited the press only to tell them that the party had received 300 applications from aspirants for 2014 Lok Sabha polls.
A day later, NCP leader D P Tripathi called reporters to announce that the party had launched "yuvati Congress" under Supriya Sule for empowerment of young women.
The two venues took little time to echo with queries on the presidential election. Tripathi, while saying his party would go by UPA choice, said, "UPA would meet in two-three days of notification and we would give the senior most, honourable leader as President." The "senior most" remark was interpreted widely as referring to Mukherjee. NCP sources said the party was confident that Congress would give its nod for the finance minister.
A day earlier, Yadav merely said SP would wait for Congress to first name its candidate before giving its mind. However, he made it plain that he would like a "political person" and not a "bureaucrat" for the top constitutional position. His oft-articulated position is seen to point at Mukherjee above the diplomat-turned-vice-president Hamid Ansari.
While NCP and SP have made their preference for veteran Congressman obvious in the run-up to election notification, the unending suspense amid reports of in-house opposition to Mukherjee could have nudged them to come out openly in his support.
Sharad Pawar and Yadav have refrained from naming their preference in public but the fit they designed for next occupant of Rashtrapati Bhavan appeared tailored to suit the finance minister.
SP sources said the parliamentary board on Monday discussed the President's issue in detail which would be conveyed to Congress chief Sonia Gandhi during consultations. There were indications that the SP and Congress chiefs have already held a round of talks.
Despite the lobbying, NCP and SP are likely to stick with Congress irrespective of whom it picks as the candidate.

Ralegan Siddhi, June 12 (CMC) Trashing allegations that his movement against corruption is foreign funded, Anna Hazare on Tuesday hit back at the UPA daring Prime Minister Manmohan Singh to spell out which are the external forces behind it.
"It is wrong to call me anti-national. The government says I am a traitor. If I am, then put me in jail," he said.
Addressing a press conference, Hazare said allegations against his team were to divert attention from the demand for a strong lokpal bill and that if anti-corruption crusaders are viewed in this way, it is unfortunate.
"They (ministers) said that there are foreign powers behind Team Anna. They blame us but who are these foreign powers. They did not tell. What foreign power, which country, they did not tell. Such false accusations are not right," he said.
"If the Prime Minister sees the anti-corruption activists as anti-nationals, that is unfortunate for the country. If the Prime Minister feels that foreign powers are behind Team Anna, then it is necessary that he clearly tell the citizens who are those forces," he said.
Hazare said a common person levelling allegations was a different matter but when PMO levels such charges it is serious.
"You have such a huge network of intelligence, why don't you work on it," he said.
Though he does not believe that Singh or his family took money in the coal block allocations, Hazare, however, added there will be "no smoke without fire" and whether the Prime Minister was "not seeing the smoke".
"It is clear from CAG report that there was huge loss and somebody has been benefitted. Who are they?" he said.
Referring to PMO letter which said Team Anna has not given any evidence, Hazare said the CAG has reported everything.
"If there is smoke, then there is some fire. Haven't you seen the fire? You should have understood that there was fire when you saw smoke," he said.
"Punish me if I am guilty," Hazare said, asking the government to show proof of foreign funding in his movement.
There is no foreign hand in our agitation, Hazare said.
Hazare denied the charge that his movement had not submitted accounts of expenditure.
"We have audited our accounts and posted it on the internet. Your party also collects so many funds, why are you not giving the statement of accounts to the people," he said.
Hazare also rubbished allegations levelled by the MoS in the Prime Minister's Office, V Narayansamy, and ridiculed the minister's statement that he has no will to fight the battle against corruption.
"We were cheated in the standing committee and in Parliament over the draft of lokpal bill," he said.
"Two days ago, we were told by the PMO that there is no evidence to substantiate charges against the 14 ministers. We have also sent the files to Sonia Gandhi, so that she can also read it, to see what your ministers are doing," Hazare said.
Hazare said the government's intentions on coming out with a strong lokpal are not genuine.
"The government is dithering on a strong legislation to curb corruption. It's intentions are not genuine," he said.
"The PMO says the lokpal bill draft has been prepared in consultation with us, our colleagues. They are misleading people.
"Last year, our draft was ready, the government's draft was ready. They could have tabled both the drafts before the Cabinet. Why was time wasted? It is clear that they lack the will to enact a strong anti-graft bill and are misleading the people," he said.
After 65 years of Independence, we still follow laws enacted by the British, he said. "What is the need of Official Secrets Act," he added.
"The government is saying... the PMO is saying that many steps have been taken to eradicate corruption. In a democracy, when a legislation is made, people should be taken into confidence. Here, the government is making the draft and also enacting the legislation," he said.
